Coal Exchange Rules, 2026 published

What happened — as the source states it

The Coal Exchange Rules, 2026 were published by the Ministry of Coal in the Official Gazette on 4 June 2026, under the Mines and Minerals (Development and Regulation) Amendment Act, 2025, which introduced the concept of a mineral exchange.

The Coal Controller Organisation (CCO) was designated in December 2025 as the authority to register and regulate coal exchanges. Entities authorised by the CCO may set up and operate exchanges, frame market rules and bye-laws, and facilitate coal trading. Registrations are granted for 25 years.

The Ministry describes it as a move from the traditional "one-to-many" sales model to a "many-to-many" trading platform, open to coal producers including commercial and captive miners; public-sector coal companies can also use it.

Today most traders buy through the coal companies' own e-auctions or from other traders. An exchange would be another route, where producers other than Coal India can reach many buyers on one platform.
