A quality claim arises when the coal received tests below what was agreed — most often a lower GCV, or higher ash or moisture. Many contracts set a price adjustment for each step below the agreed figure, a tolerance within which nothing changes, and a limit beyond which the buyer may reject the load.
Deductions are only as good as the test behind them. The sample must represent the lot, the lab and method must be agreed, and the two reports being compared must be on the same basis (as received or air-dried). Many disputes turn out to be a basis or sampling difference rather than a quality difference.
Once agreed, a deduction is usually settled with a debit or credit note against the invoice, rather than by changing the original invoice.

Keeping a referee sample — a sealed portion of the sample held for re-testing — lets a disputed result be checked by an agreed third lab instead of argued about.
Supplier-side claims work the same way in reverse: the lab report on receipt, against the quality the supplier declared, is the evidence.

A lower GCV on an as-received report may be moisture, not poorer coal — compare on the same basis before claiming.
